Zevais Delta owns Risa, a paradise planet, and Noex Prime, a planet run by Zevais Industries. Together, Risa and Noex Prime form the Noex Risa Alliance.

The people of Noex Prime are workers of the Zevais Industries. These workers are human in a general respect. They began as a traveling colony of humans who genetically engineered themselves. These people settle on Noex Prime, which Zevais Delta owned. They assisted him in the creation of Zevais Industries. Zevais Industries dedicates Noex Prime to special agriculture production, textile production, mining, scientific experimentation and the building of starships. Noex Prime is the most valued planet in the Alpha Quadrant.

The people of Risa are a human-like docile race. The people of Risa are naturally stronger than the average human, & they can sense the pleasure areas of any species that feels pleasure. Their natural techniques of making love can be used as a killing technique. The people of Risa sell their ability to pleasure species and spend their lives making their bodies appealing to attract those with wealth. The people of Risa often decorate their bodies with paint, tattoos, and/or glitter. Originally, the people of Risa were a slave race; a kind, wealthy man, Zevais Delta's father, and his son purchased them and their planet. Since then, the people of Risa have been allowed to do what they want with their lives and earn profit.

The Noex Risa Alliance is protected by a fleet owned by its owner, Zevais Delta. This fleet is rather small compared to many Alpha Quadrant races.
